General Permit Registration

G10-D, G20-C, G35-D, G40-C, G50-C, G60-D, G65-D, G70-D Permit Applications, G70-D Alternative Operating Scenarios and G70-D Annual Certifications must be submitted through the ESS system.

The Permitting Section implements the Air Quality General Permit Program. General permits streamline the permitting process while ensuring compliance with existing Air Quality regulations by incorporating applicable regulations and requirements for each source category.

By demonstrating compliance with the requirements and conditions of the general permit, general permit registration may be granted to the applicant in as little as 31 days. Since registration reduces the need for drafting multiple individual permits and standardizes application review, we can grant general permit registrations to eligible applicants in a more efficient manner and reduce individual permit application backlogs.

Coal Preparation Plant General Permit Number G10-D

General Permit G10-D is for the Prevention and Control of Air Pollution in regard to the Construction, Modification, Relocation, Administrative Update and Operation of Coal Preparation and Processing Plants and Coal Handling Operations. This Class II General Permit G10-D addresses the amendments to the New Source Performance Standards (NSPS) for 40CFR60 Subpart Y (Standards of Performance for Coal Preparation and Processing Plants). In addition, this permitting action includes requirements for reciprocating internal combustion engines, and the New Source Performance Standards of 40CFR60 Subpart IIII-Standards of Performance for Stationary Compression Ignition Internal Combustion Engines, and 40CFR60 Subpart JJJJ-Standards of Performance for Stationary Spark Ignition Internal Combustion Engines.

General Permit G10-D was issued June 15, 2010.


Hot Mix Asphalt Plant General Permit Number G20-C

The requirements and conditions of this general permit address the prevention and control of regulated air pollutants from minor source hot mix asphalt plants. The Hot Mix Asphalt Plant General Permit benefits the hot mix asphalt industry by incorporating all applicable air quality regulations into a single general permit.

General Permit G20-C was issued July 18, 2018.


Natural Gas Compressor Station General Permit Number G33-A

The requirements and conditions of this general permit address the prevention and control of regulated air pollutants from eligible stationary spark ignition internal combustion engines (SI ICE) greater than or equal to 25 hp and less than or equal to 500 hp. The SI ICE general permit benefits the natural gas industry by incorporating applicable air quality regulations from 40CFR 60 Subpart JJJJ into a Class I general permit.

General Permit G33-A was issued June 4, 2009.


Natural Gas Compressor Station General Permit Number G35-D

Please Note: NAICS Code 211111 has been split into two (2) categories. Crude Petroleum Extraction is now 211120 and Natural Gas Extraction is now 211130. Please list appropriately on form APP2.

The requirements and conditions of this general permit address the prevention and control of regulated air pollutants from eligible natural gas compressor and/or dehydration facilities. The G35-D General Permit benefits the natural gas industry by incorporating all applicable air quality regulations into a single general permit.

General Permit G35-D was issued January 27, 2017.

General Permit G30-D, G35-A and G35-C will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under these permits. If a registrant wishes to modify an existing registration under General Permits G30-D, G35-A or G35-C, it must be done so under General Permit G35-D.


Nonmetallic Minerals Processing Plant General Permit Number G40-C

The requirements and conditions of this general permit address the prevention and control of particulate matter emissions from material preparation, handling, storage and related sources of fugitive particulate matter. The Material Handling General Permit benefits the material handling industry by incorporating all applicable air quality regulations into a single general permit.

General Permit G40-C was issued May 6, 2011.


Concrete Batch Plant General Permit Number G50-C

The requirements and conditions of this general permit address the prevention and control of particulate matter emissions from minor source concrete batch plants. The Concrete Batch Plant General Permit benefits the concrete mix industry by incorporating all applicable air quality regulations into a single general permit.

General Permit G50-C was issued July 18, 2018.


Emergency Generator Class II General Permit Number G60-D

The requirements and conditions of this general permit address the prevention and control of regulated pollutant emissions from emergency generators, including emergency generators installed at Title V (major) facilities and other facilities having additional point sources of emissions. The G60-D Emergency Generator General Permit benefits the regulated community by incorporating all air quality regulations into a single general permit.

General Permit G60-D was issued May 9, 2018.


Emergency Generator Class I General Permit Number G65-D

The requirements and conditions of this general permit address the prevention and control of regulated pollutant emissions from a single emergency generator located at a facility that does not have any other point source emissions. The G65-D Emergency Generator General Permit benefits the regulated community by incorporating all air quality regulations into a single general permit.

General Permit G65-D was issued May 9, 2018.


Natural Gas Production Facilities Class II General Permit G70-D

The requirements and conditions of this general permit address the prevention and control of regulated air pollutants from eligible natural gas production facilities located at the well site.

General Permit G70-A will continue to exist, however, there will be no future registrations, modifications, or administrative updates allowed to registrations issued under this permit. If a registrant wishes to modify an existing registration under General Permit G70-A, it must be done so under General Permit G70-D.

Any registrations issued under General Permit G70-B or G70-C will be covered under General Permit G70-D (no further action required by applicant).
