UST Operator Training

Beginning August 8, 2012, all individuals who operate and maintain UST systems, as well as on-site personnel who are responsible for addressing emergencies presented by spills or releases from Underground Storage Tanks (USTs) must receive training based upon their duties and level of responsibility for USTs, in accordance with WV Legislative Rule 33CSR30 ("the Rule"). Further guidance on levels of responsibilities for the three (3) classes of operators (Class A, B, and C) can be found in the WVDEP Operator Guidance Document and in "the Rule". This guidance is provided to assist UST owners/operators in complying with the law.
The operator training rules have been adopted to be consistent with US EPA guidelines, as well as to help reduce spills and leaks from UST systems. The WV DEP believes that better informed and trained owners/operators can identify and resolve potential problems thus preventing costly releases from their USTs. It is the responsibility of the owners/operators to ensure that their personnel are trained by a WVDEP approved vendor. In order to assist owners/operators in meeting this training requirement prior to the August 8, 2012 deadline, the WV DEP is providing a list of currently approved training vendors. To minimize the costs associated with this training requirement, the WV DEP has financial assistance available with one approved vendor, USTtraining. This arrangement provides a limited number of "scholarships" equaling $100 per student for Class A/B operator training. The total cost of the course is normally $169.95. By applying for and receiving a "scholarship" a student will only pay $69.95 for the course. The "scholarships" must be used by December 31, 2012. The number of available scholarships is limited.
